1) Make a new document, I used 300x300.

2) Go to Filter>Render>Clouds.

3) Filter>Sketch>Chrome with these settings:

Detail - 10

Smoothness - 10

4)
Apply Filter>Artistic>Plastic Wrap with these settings:

Highlight Strengh - 20

Detail - 10

Smoothness - 10

5) Apply Filter>Stylize>Glowing Edges with these settings:

Edge Width - 1

Edge Brightness - 20

Smoothness - 1


6) Duplicate the layer. Now apply Filter>Sketch>Chrome with the same settings as before. Note you are adding the chrome to the layer you just duplicated....

7) Change the blending mode from Normal to Overlay.

8) Apply these hue changes to the bottom layer, press CNTRL+U:



Now apply these hue settings to the top layer:



You should now have something like:
