1) Make a document. Choose whatever color you would want as your background, i used a grey blue (#2F5F7A). Download this font in order to do the rest of the tutorial. Get the font here:

2) Now select the Text Tool from the toolbar  . Select the new font you installed, its called Xtrusion BRK, I used font size 60pt and set Sharp as the anti aliasing method  .
3) Ok now you got your text typed out on your stage. Choose a nice bright color. I used #4297BF. Right click the text layer and go to blending options. Select these options:
Use all the default settings but change the Outer and Inner glow colors to a bit brighter color then you used for the fonts main color. For example:
 I used a really bright aqua color.
Easy as that, you are done, heres what mine turned out as:
