1) Make a 400x400 document. Now press "D" on your keyboard to reset the foreground and background colors to black and white. Fill the background with Black.
2) Now select the Custom Shape Tool from the toolbar:

Now go up to the top horizontal menu and click Set Shape and select the starburst shape:

Hold Shift when making the starburst. Draw it in the middle like so:
3) Aight now, go to filter>blur>radial blur and use the following settings:
4) Apply chrome filter>sketch>chrome and follow these settings:
5) Duplicate the layer (right click the layer "Duplicate Layer"). Set the blending mode as Multiply:

6) Apply Hue/Saturation CNTRL+U to the "Background Layer" (not the duplicated one). Use these settings or make your own:
 7) Merge CNTRL+E both layers together.
8) Duplicate the layer, set the blending mode to Screen.
9) Rotate the image edit>transform>roate 90 CW. You want to select the Move Tool and slightly move the star so both of the white middle area line up evenly like below:

10) Keep repeating step 8 and 9 to get my final tech star effect:
